N1

depending on (how X turns out) (formal)

いかん means "how something stands", so 〜いかんで means "depending on what X turns out to be". The noun X is something whose content or quality can vary: It is formal and written, typical of official notices, business documents and news. いかんによっては picks out one particular, often unwelcome, possibility ("depending on X, it may even..."). 〜次第で means the same but is more neutral and common in speech, and 〜によって is the general "depending on". The opposite meaning is expressed by 〜いかんによらず/いかんにかかわらず.
