〜いかんによらず/いかんにかかわらず

N1

regardless of (what X is) (formal)

Formation: N + (の) + いかんによらず/いかんにかかわらず/いかんを問わず

This pattern states that something stays the same whatever the content or outcome of X. The noun is one that varies, such as 理由, 結果, 事情 or 国籍, and it is often followed by の (理由のいかんによらず). It is stiff and formal, found mainly in regulations, official notices and announcements, and the main clause is usually a rule or policy. It is the opposite of 〜いかんで (depending on). The plain 〜にかかわらず and 〜を問わず mean much the same and are more common. 〜にかかわらず can also take paired opposites (晴雨にかかわらず), whereas the いかん forms point at the variable content of a single noun.

Variants: いかんにかかわらず、いかんを問わず、いかんによらず
