〜に至っては
N1as for (the most extreme case), when it comes to X
Formation: N + に至っては
〜に至っては picks out the most extreme example from a group, usually after mentioning or implying that others are already bad. Then it says something even more striking about it ('and as for X, it's even worse'). It almost always carries a negative or critical evaluation, or at least surprise, and it is not used for neutral topics. The register is fairly formal but common in both writing and speech. Compare 〜に至るまで, which lists a range and stresses that it reaches all the way to an item. に至っては instead comments on one extreme member. It is also different from 〜にかけては, which highlights someone's strong point, and from 〜に至って(ようやく), which is about timing.
