〜をめぐって/をめぐる

N2

over, surrounding (an issue in dispute or debate)

Formation: N + をめぐって/をめぐり; N + をめぐる + N; N + をめぐっての + N

Names the issue at the centre of a dispute, debate, conflict or speculation that involves several people or sides. The predicate is typically a verb such as 対立する, 争う, 議論する or 意見が分かれる, or a noun such as 論争, 裁判 or 憶測. It is very common in news reports and editorials, and をめぐり is the more written form. Because it needs several people or sides, it sounds wrong with one person simply thinking or writing about a topic. In that case use 〜に関して, a neutral 'about' that works with any verb, including 質問する or 調べる.

Variants: 〜をめぐり、〜をめぐる + N、〜をめぐっての + N
