Formation: N + をもとに／をもとにして; N + をもとにした + N; N + がもとになって (also written を基に／を元に)

Says that X is the source, material or starting point from which something new is made, such as a film, novel, plan, design or estimate. The predicate is usually a verb of creating: 作る, 書く, 描く, 開発する or 制作する. It is neutral and common in speech and writing. Compare 〜に基づいて, which stresses strictly following a basis like a law, a rule or data without departing from it (法律に基づいて判断する), while 〜をもとに suggests material that has been reworked. 〜を踏まえて means taking something into account before acting, and 〜を手がかりに means using something as a clue.
