〜を問わず
N2regardless of, whether (A or B), no matter (what X is)
Formation: N + を問わず; N + は問わず; sentence-final: N + を問わない; common with opposite pairs (男女, 昼夜, 国内外) or with nouns that cover a range (年齢, 国籍, 経験の有無, 天候)
Says that differences in X make no difference to the statement. It goes with nouns that cover a range of values (年齢, 性別, 国籍, 経験, 天候, 季節) or with pairs of opposites (男女, 昼夜, 内外, 晴雨). It is formal and typical of job ads, notices, rules and news, which also use the related word 不問, as in 年齢不問. 〜にかかわらず means much the same but takes more forms, including verb and adjective pairs (行く行かないにかかわらず), while 〜を問わず mostly takes nouns. Don't confuse it with 〜に限らず, which means 'not only X': X is one example and others are included too, rather than variation within X not mattering.
Variants: 〜は問わず、〜を問わない、〜は問わない
