〜こなす

(do something) skilfully, master; handle with ease

Formation: V-ます stem + こなす (使いこなす, 着こなす, 乗りこなす, 読みこなす)

As the second part of a compound verb, こなす means doing something skilfully and with full command. 使いこなす is to master a tool or word, 着こなす is to wear clothes stylishly, and 乗りこなす is to ride well. It implies mastery that comes with familiarity, which makes it stronger than just できる. On its own, こなす means "to handle or get through (work, a schedule)".

Variants: 使いこなす、着こなす、乗りこなす

唐辛子の辛いも塩辛いも大阪弁では「からい」であり、塩気が強すぎる食べものを口にした瞬間に思い浮かぶのは「からっ」であり、人と話すときにも「しょっぱい」は江戸っ子っぽい響きがある気がして使いこなせていない。

In Osaka dialect, both the hot of chili peppers and the salty of saltiness are からい; the moment I put food that is too salty in my mouth, what comes to mind is "からっ"; and when talking with people, too, I feel that しょっぱい has the ring of a born-and-bred Edokko to it, so I haven't managed to use it comfortably.

使う (masu-stem 使い) + こなす forms 使いこなす, "to use freely and naturally". Here it appears in the potential form こなせる plus ていない: "I haven't (yet) been able to use it comfortably". The point is not that she doesn't know しょっぱい but that it never feels natural in her mouth, so she doesn't use it fluently in conversation. ていない frames this as an ongoing state, not a single failure.
